Christine Roveda, President

Christine Roveda is President of the Washington Community Reinvestment Association. Ms. Roveda brings years of experience in construction, real estate finance and community development to the WCRA. Following graduate school and a career in heavy civil construction engineering, and until joining the WCRA in 2023, Ms. Roveda worked exclusively in the Commercial Real Estate Group of Wells Fargo Bank, most recently providing credit supervision for the Multi-Family Capital and Community Lending and Investment business lines. She holds a Master of Business Administration from the University of California at Berkeley and a Bachelor of Science degree in Construction Management from California Polytechnic State University, San Luis Obispo. Ms. Roveda served on the WCRA Board of Directors from 2014-2023, chairing the board from 2018-2023. She currently volunteers as a track and field coach for City of Seattle Parks and Recreation and on the Policy Advisory Team for the Department of Commerce Housing Trust Fund.

 

Angel L. Ratliff, Vice President

Angel L. Ratliff became a member of the WCRA team in September 2006, filling the Administrative Assistant position. Angel assumed the full-time role of Loan Servicer in 2015 after providing Servicing support for two years, primarily in insurance compliance. In 2020 she was promoted to Assistant Vice President, and then was promoted again in 2023 to Vice President and Director of Lending. Angel participates in the Affordable Housing Consortium’s Advisory Committee and the Early Learning Capital Facilities Advisory Group with the Department of Commerce, and also contributes to a working technical assistance group hosted by the Department of Children, Youth & Families, with the purpose of providing financing technical assistance to aid in the creation and preservation of early learning slots in Washington. Prior to working for the WCRA Angel was employed as the Technical Editor at the Center for International Trade in Forest Products and the Rural Technology Initiative at the University of Washington for two years, Accounts Receivable manager for a hardware store, and managed a U.S. Air Force tax office in Germany for four years. In 2023 Angel received a Certificate in Business and Commercial Lending from the American Bankers Association.

 

Rose Minier, Accountant & Office Manager

Rose Minier joined the WCRA team in 2016 as the Accountant and Office Manager. For eight years before joining the WCRA, Rose worked at a waste recycling and hazardous material disposal company in accounting and hazardous waste management roles. Prior to that, Rose worked for firms specializing in landscaping, electrical engineering, mental health, and technology. Rose also served for eight years on the Board of Directors at the Bravo! Club at Seattle Opera. Rose currently serves on the Board of Directors of Dragonflight, a local tabletop gaming convention, and the Emerald City Supporters, the supporters’ group for the Seattle Sounders Football Club. Rose has Bachelor of Science degrees from the University of Washington and Western Governors University and a degree certificate from Tubingen University in Germany.

 

Jeanelyn Quinto, Loan Administrator

Jeanelyn Quinto recently joined the WCRA in 2023. Jeanelyn has 19 years of experience in Banking and Financial Services, of which she spent most time in commercial loan documentation and operations. Prior to joining WCRA, Jeanelyn held a position as a Senior Loan Closing Specialist with First Financial Northwest Bank. Before moving to Washington State, Jeanelyn spent 18 years with First Hawaiian Bank in Honolulu, Hawaii where she last served as an Officer and Team Leader of the Commercial Real Estate Documentation Team in the Commercial Loan Center. Jeanelyn’s expertise is in commercial real estate loans, focusing on commercial loan documentation, processing, closing, and administering complex commercial loan products while ensuring accuracy and timeliness for all loan activities. Jeanelyn attended Honolulu Community College where she obtained an Associate Degree in Applied Science.

 

Kim Chiok, Lending Associate

Kim Chiok joined the Washington Community Reinvestment Association in 2024 as a Lending Associate. She attended Florida State University and received a bachelor’s degree in English literature and was a Peace Corps Volunteer in Paraguay for two years. Before joining the WCRA, she worked as Family Service Support at a sizable cemetery in Seattle. Kim assists in loan origination, underwriting, and closing processes, as well as portfolio management.

 

Allison Brundage, Loan Servicing Officer

Allison Brundage joined the Washington Community Reinvestment Association in 2015 as the Office Assistant. She assumed the role of Loan Servicing Officer in 2023 after providing servicing and lending support to the Vice President for several years. She is responsible for management of the entire WCRA portfolio. Before joining the WCRA in 2015, she worked as Administrative Assistant and Cemetery Specialist at a sizable funeral home in Seattle. She attended the University of Central Florida.
